Ted Budden <br /> From: Ted Budden <br /> Sent: Monday, March 09, 2015 4:27 PM <br /> To: Donald Cunningham <br /> Subject: 2301 California <br /> Hello Don, <br /> Here is a summary of my observations made during the inspection conducted with you this PM. at 2301 California St. <br /> 1.The basement area of the house has been altered at some point in the past to include a bathroom and a kitchen area <br /> and a room for sleeping. I have conducted a permit and records search and have determined that these alterations <br /> were made without required permits and approvals. The alteration for habitation of the basement area of the building <br /> has been done in a manner that is in violation of adopted codes as outlined below. <br /> A. Basement altered and occupied without required permits and approvals.The alterations and occupancy are <br /> violations of section 106.1 (Unlawful Acts) and section 108.1.5 (Unlawful structure) <br /> B.The ceiling height at basement is approximately 6 feet 6 inches. This is less than the minimum clear ceiling height <br /> required for habitable spaces as specified by section 404.3 of the IPMC. <br /> C. Fuel burning appliances (gas fired furnace and hot water heater) are installed in the basement area that is now <br /> adjacent to sleeping areas. This is prohibited by section 303.3 of the International Mechanical code and IPMC section <br /> 603.1. <br /> D. Smoke alarms were not observed to be installed in the basement area.This is a violation of IPMC section 704.2. <br /> E. Numerous electrical extension cords were observed installed and being used for permanent wiring. These installations <br /> are prohibited by the International Fire code section 605.5 and IPMC code section 605.1. <br /> F.The main electrical service entrance cable that serves this building was observed to be in contact with a portion of the <br /> roof.This is defined as Unsafe Equipment by IPMC section 108.1.2 <br /> G. The basement sleeping room lacks a required escape and egress opening as required by IPMC section 702.4 <br /> These observed violations are life safety violations of the code as referenced.This building is an Unlawful and Unsafe <br /> structure as defined by IPMC code sections 108.4 and 108.1.1 <br /> 1 strongly support and encourage enforcement action to abate these violations and conditions. <br /> Thank you for the opportunity to assist in this matter. <br /> Regards <br /> Ted Budden <br />
