4(.- ETT <br /> RESOLUTION NO. f/a2 Zoo <br /> In support of Proposition 1: Snohomish County regular property tax levy rate <br /> increase for implementation and equipping of a countywide public safety <br /> communications system <br /> WHEREAS, the Snohomish County Council asked the City of Everett, in an <br /> August 7, 1995 letter, for support of a Countywide vote for an improved Public <br /> Safety Communications System. <br /> WHEREAS, the Everett City Council held a Council workshop on September 6, <br /> 1995, to consider the issue. <br /> WHEREAS, the Everett City Council agreed, in a September 13, 1995 letter to the <br /> County Council, that the issue is critically important for public safety services <br /> countywide; and, therefore, agreed to support a countywide vote to finance and <br /> implement this system. <br /> WHEREAS, the Snohomish County Council has made a decision to place the <br /> Countywide Public Safety Communications System on the March 26, 1996 ballot. <br /> WHEREAS, the System will be financed through a Snohomish Countywide <br /> property tax levy for a period of nine (9) years beginning in 1996 (for collection <br /> beginning in 1997) in excess of the 106% limitation by not more than $0.085 per <br /> thousand dollars of assessed valuation. <br /> WHEREAS, the frequencies that the City of Everett uses for emergency radio <br /> traffic are congested, and public safety response and personnel are affected. <br /> WHEREAS, this situation constitutes a service delivery issue among City and <br /> County agencies including police, sheriff, fire, and medic providers. To provide <br /> the service level the public safety community in Snohomish County, including <br /> Everett, feels is necessary, these agencies must be able to communicate, both <br /> verbally and with data transmissions. The flow of information is imperative to a <br /> successful mission. <br /> WHEREAS, An enhanced Countywide Public Safety Communications System <br /> will have the capacity to efficiently handle emergency radio traffic for Snohomish <br /> County well into the future. <br />
