IV. <br /> FINDINGS RELATING TO THE IMPACT OF TRAFFIC GENERATED <br /> BY THE PROPOSED USE; IMPACT ON PEDESTRIAN <br /> CIRCULATION AND PUBLIC SAFETY; AND THE ABILITY <br /> OF THE PROPONENT TO MITIGATE POTENTIAL IMPACTS <br /> 21. The proposed facility will generate a small amount of vehicular traffic. The <br /> residents of the facility will not have personal vehicles; the only traffic generated <br /> on a daily basis will be that of staff, vendors, and visitors. The number of staff at <br /> the facility will be five at any given time; no more than 20 vehicular trips are <br /> anticipated for any given day. <br /> 22. The facility will be at the southern terminus of Smith Avenue. Because of the <br /> cul-de-sac, there will be no traffic circulation in the general vicinity. <br /> 23. There will be little significant traffic impact as a result of the proposed project. <br /> V. <br /> FINDINGS RELATING TO ADEQUACY OF OFF-STREET PARKING, <br /> ON-SITE CIRCULATION, AND SITE ACCESS <br /> 24. The proposed development will have fourteen off-street parking stalls. Because <br /> the residents of the facility will not have vehicles, there will be a need for parking <br /> for only five employees at the facility. With the number of employees, the <br /> vendors, and visitors to the residents, the proposed parking is adequate. <br /> VI. <br /> FINDINGS RELATING TO COMPATIBILITY WITH SURROUNDING PROPERTIES <br /> 25. Compatibility with Surrounding Structures - The proposed facility will be a two- <br /> story, 11,960 square foot structure. The maximum building height will be 28 <br /> feet. These dimensions are within the standards for development of C-2 zoned <br /> property. <br /> 26. There are no setback standards established in the Everett Zoning Code for the <br /> facility such as that proposed. Thus, the Planning Department has been given <br /> discretion in determining setbacks. The plans, as submitted by the Applicant, <br /> depict a front yard building setback of 12 feet; a 10 foot rear yard setback; a 10 <br /> foot side yard setback from the south property line; and a "0" foot setback from <br /> the north. The Planning Department reviewed these proposed setbacks and <br /> determined that they are reasonable dimensions in consideration of the uses of <br /> the surrounding properties. <br /> 9 <br />
