48. Many of the exhibits submitted by Mr. Slatten referred to issues raised during the <br /> SEPA review process. The SEPA issues have been thoroughly reviewed and <br /> considered by the Everett City Council. The exhibits relating to the SEPA review <br /> are not the basis of the Special Property Use Permit decision. Accordingly, the <br /> following exhibits do not provide insight on the criteria for Special Property Use <br /> Permits: <br /> • Exhibit 70 which refers to the Pedestrian and Bicycle Access Plan. The <br /> conditions that have been imposed with this project through SEPA review and <br /> this SPU request are consistent with this plan. <br /> • Exhibit 96 - Memo from the Everett Police Department (11/2/92). (The memo <br /> has been addressed in the findings above.
