48. Many of the exhibits submitted by Mr. Slatten referred to issues raised during the SEPA review process. The SEPA issues have been thoroughly reviewed and considered by the Everett City Council. The exhibits relating to the SEPA review are not the basis of the Special Property Use Permit decision. Accordingly, the following exhibits do not provide insight on the criteria for Special Property Use Permits: • Exhibit 70 which refers to the Pedestrian and Bicycle Access Plan. The conditions that have been imposed with this project through SEPA review and this SPU request are consistent with this plan. • Exhibit 96 - Memo from the Everett Police Department (11/2/92). (The memo has been addressed in the findings above.
