FINDINGS AND DECISION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPLICATION OF <br /> SECOND CHANCE FOR APPROVAL OF A <br /> SPECIAL PROPERTY USE PERMIT SPU #5-93 <br /> DECISION: The requested Special Property Use Permit and Building <br /> and Public Works Permits to construct a 28-bed juvenile <br /> care transition facility at 40th Street and Smith Avenue, in <br /> the City of Everett, Washington, is granted subject to <br /> conditions. <br /> INTRODUCTION <br /> Second Chance Inc., 410 Fourth Avenue, Seattle, Washington 98104, (Applicant) <br /> requested approval of a Special Property Use Permit and Building and Public Works <br /> Permits to construct a 28-bed juvenile care transition facility on property located on the <br /> corner of 40th Street and Smith Avenue, Everett, Washington (subject property). The <br /> proposal has been the subject of significant administrative review process within the <br /> City of Everett. After review of the project pursuant to the State Environmental Policy <br /> Act (SEPA), the City of Everett's City Council approved the SEPA Mitigated <br /> Determination of Non-Significance. These findings and this decision relate to the <br /> specific request for the Special Property Use Permit and other permits. <br /> A hearing on the request was held before the Hearing Examiner of the City of Everett <br /> on January 19, 1995.
