covering of graffiti, the removal or prevention of litter, and such other <br /> related activities or services which would enhance the appearance of <br /> the area and encourage the general public to increasingly visit and do <br /> business in the BIA. <br /> C. Other improvements considered necessary by the City and <br /> governing body of property owners. <br /> Section 7: The City of Everett may contract with the Chamber of Commerce, a <br /> property owners association or similar business association or entity to administer <br /> all or a portion of the operation of the business improvement activities programs <br /> which are to be funded, in the manner as to be more specifically set forth in the <br /> BIA ordinance. A Rate Payers Committee made up of representatives of property <br /> owners within the BIA may be established to work closely with the Chamber of <br /> Commerce and City Council to assess how the BIA program is progressing and <br /> what, if any, changes should be made, and how each annual BIA budget should be <br /> structured. <br /> Section 8: The total annual cost for all programs and activities to be funded in <br /> the BIA by the special assessment levy is estimated to be not more than One <br /> Hundred Forty Thousand Dollars ($140,000.00). <br /> Section 9: The BIA and the special assessment levy therefor would terminate <br /> within one year(or such longer period as set forth in the termination petition) from <br /> the date of submission to the City of a petition containing the signatures of the <br /> owners of property in the BIA who pay fifty percent or more of the annual special <br /> assessment amount for the BIA requesting termination of the BIA and special <br /> assessment levy. The BIA and the special assessment levy therefor would continue <br /> for a period of only ten years, unless at least ninety days prior to such termination, <br /> a petition is submitted to the City requesting the continued existence of the BIA, <br /> with such petition containing the signatures of the owners of property in the BIA <br /> who will pay fifty percent or more of the annual special assessment for the BIA. <br /> Section 10: The City Council will hold a public hearing on the 20th day of <br /> September, 1995, at 7:00 p.m., in the City Council Chambers of the Everett City <br /> Hall, Everett, Washington, to consider the establishment of the area proposed as a <br /> Business Improvement Area and to levy special assessments as herein above <br /> proposed. <br /> Section 11: The City Council, at such hearing on September 20, 1995, will hear <br /> all protests and receive evidence for or against the proposed action, and all persons <br /> who may desire to object to the action proposed should do so in writing and file <br /> said objection with the Everett City Clerk at or prior to September 20, 1995 or <br /> RESOLUTION OF INTENTION TO ESTABLISH BIA Page 3 <br /> 0 <br />
