Section 7: The City of Everett may contract with the Everett Uptown Property <br /> Owners or similar business association or entity to administer all or a portion of <br /> the operation of the business improvement activities programs which are to be <br /> funded, in the manner as to be more specifically set forth in the BIA ordinance. A <br /> Rate Payers Committee made up of representatives of property owners within the <br /> BIA may be established to work closely with the Chamber of Commerce and City <br /> Council to assess how the BIA program is progressing and what, if any, changes <br /> should be made, and how each annual BIA budget should be structured. <br /> Section 8: The total annual cost for all programs and activities to be funded in <br /> the BIA by the special assessment levy is estimated to be not more than One <br /> Hundred Fifty Thousand Dollars ($150,000.00). <br /> Section 9: The BIA and the special assessment levy therefor would terminate <br /> within one year (or such longer period as set forth in the termination petition) from <br /> the date of submission to the City of a petition containing the signatures of the <br /> owners of property in the BIA who pay fifty percent or more of the annual special <br /> assessment amount for the BIA requesting termination of the BIA and special <br /> assessment levy. The BIA and the special assessment levy therefor would <br /> continue for a period of only ten years, unless at least ninety days prior to such <br /> termination, a petition is submitted to the City requesting the continued existence <br /> of the BIA, with such petition containing the signatures of the owners of property <br /> in the BIA who will pay fifty percent or more of the annual special assessment for <br /> the BIA. <br /> Section 10: The City Clerk shall provide for publishing this initiation resolution <br /> as may be provided by law. <br /> Section 11: This initiation resolution does not constitute adoption or approval of <br /> a BIA ordinance or of a first Annual BIA Budget. <br /> 6 II Cl I erson In : s ucing Resolution <br /> PASSED and APPROVED this 9th day of August , 1995. <br /> Council President <br /> C:\MSOFFICE\WINWORD\DATA\BIA\BIA RES2.DOC <br /> DOWNTOWN BIA INITIATION RESOLUTION Page 3 <br />
