a` <br /> RESOLUTION NO. 4118 <br /> A RESOLUTION adopting the Chaplain Property Comprehensive Plan to manage ETT <br /> City-owned property in and around Chaplain Reservoir. <br /> WHEREAS, the City owns approximately 3086 acres of land (known as the Chaplain <br /> Property) around Chaplain Reservoir in the Sultan Basin; and <br /> WHEREAS, the majority of the Chaplain Property is regulated by FERC License#2157 <br /> which includes issues of water quality, wildlife habitat management and public access; <br /> and <br /> WHEREAS, the Chaplain Property consists of two different types of land--"watershed" <br /> and "watershed buffer"--on which land uses differ distinctly; and <br /> WHEREAS, "watershed"portions of the Chaplain Property function as an integral part of <br /> the City's municipal water supply system; and <br /> WHEREAS, water quality and public and health and safety are of paramount importance <br /> to the City in its role as primary supplier of domestic water to Snohomish County; and <br /> WHEREAS, the Chaplain"watershed" lands are protected for purposes of health and <br /> safety under City Ordinance No. 2019-94; and <br /> WHEREAS, the Chaplain"watershed buffer" lands are regulated by City Ordinance No. <br /> 2020-94 designed to protect the areas from environmental degradation; and <br /> WHEREAS, the Everett Planning Commission recommends the adoption of the Chaplain <br /> Property Comprehensive Plan as a functional plan which is consistent with the adopted <br /> Everett Comprehensive Plan; and <br /> WHEREAS, it is the responsibility of the City to provide a comprehensive plan for <br /> management of the Chaplain Property, a copy of which is attached hereto and <br /> incorporated by reference; <br />
