CERTIFICATE <br /> I, the undersigned, the duly appointed Clerk of the City of Everett, Washington (the "City <br /> Clerk"), DO HEREBY CERTIFY: <br /> 1. That the attached Resolution No.4116 (herein called the "Resolution") is a true <br /> and correct copy of a resolution of the City Council as adopted at a regular meeting of the City <br /> Council held on May 17, 1995 and duly recorded in my office. <br /> 2.
