Exhibit A <br /> City of Everett <br /> Water, Sewer and Surface Water Connection Charge Study <br /> Scope of Work and Project Time Schedule <br /> The City of Everett(City) currently has in place water and sewer connection charges (Ordinance <br /> 3095-08). These were adopted at the start of 2009, and the City desires to have its connection <br /> charges updated to include water, sewer, and surface water connection charges. The City also <br /> wants to review the basis for the assessment and administration of the connection charges. <br /> From the prior connection charge analysis, the City has an existing methodology for calculating the <br /> cost-basis for their connection charges and this study is designed to review and update the <br /> methodology as appropriate. <br /> Scope of Services <br /> Provided below is a detailed scope of work to provide these requested technical and professional <br /> services to the City. <br /> Task 1: Initial Project Meeting <br /> At the start of the project, an initial project meeting will be held at the City's offices to review the <br /> overall goals and objectives for the study, along with a review of the key issues to be addressed as <br /> a part of this study. At this meeting,the initial data request for the study will also be discussed. It <br /> is assumed that the initial project meeting will be approximately two hours in length. <br /> Deliverables from Task 1— <br /> • A 2-hour meeting with the City to discuss the overall connection charge study. <br /> Task 2: Data Collection <br /> To conduct the study, certain data and information will be required. HDR will provide to the City <br /> an initial data request which provides a listing of the data and information required for this study. <br /> For the most part,the data and information should be readily available.The data will primarily be <br /> related to plant asset records and customer counts/equivalent units.The one area which will need <br /> to be closely reviewed is the number of impervious surface units (ISU)for the surface water <br /> connection charge study. HDR is currently working with the City on an impervious surface rate <br /> study which requires the development of the count or number of the equivalent impervious <br /> surface units. It is proposed that the impervious surface units developed in that study be used for <br /> the surface water connection charge study. In doing so, it will provide the most current <br /> information on the number of ISU's,while creating direct linkage to the impervious surface rate <br /> design study (i.e., a creditable data source). <br /> Deliverables from Task 2— <br /> • A written data request detailing the data and information needed for the water, sewer and <br /> surface water connection charge study. <br /> Page A-1 <br />
