CITY OF EVERETT PUBLIC WORKS <br /> SPECIAL PROVISIONS <br /> DOCUMENT 002213 —SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br /> 1.1 GENERAL <br /> A. It is the intent of City to award a contract to the lowest responsive and responsible Bidder. <br /> Before award, the Bidder must also meet the supplemental bidder responsibility criteria listed <br /> below. <br /> B. Further,the apparent low Bidder and second apparent low bidder must submit the Bidder <br /> Qualification Statement(DOCUMENT 004513) and any other documentation listed below <br /> to the City within one business day after the bid opening, unless the City's project <br /> manager, in writing,allows additional time. <br /> C. The City reserves the right to require such documentation from other bidders also. <br /> 1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br /> A. Experience <br /> 1. Criteria: <br /> a. The Bidder must have successfully completed at least three Similar Projects <br /> within the seven years prior to bid opening. <br /> b. The Bidder's superintendent for the Project must have successfully supervised, as a <br /> superintendent or a foreman or in a similar supervisory capacity, the completion at <br /> least two Similar Projects within the seven years prior to bid opening. <br /> 2. Definition of Similar Project: <br /> a. A"Similar Project"means a project that meets all of the following requirements: <br /> 1) Awarded total contract value of at least $400,000 dollars. <br /> 2) Included seismic retrofit of existing buildings. <br /> 3. Documentation: <br /> a. The Bidder shall submit the Bidder Qualification Statement as provided in <br /> Document 004513. <br /> b. The City may also use independent sources of information that may be available to <br /> demonstrate whether the Bidder is in compliance with these criteria. <br /> 4. Evaluation: <br /> a. In evaluating whether these criteria are met, the City may check references for the <br /> previous projects and may evaluate the project owner's assessment of the Bidder's <br /> performance, including but not limited to the following areas: <br /> 1) Quality control; <br /> 2) Safety record; <br /> 3) Timeliness of performance; <br /> 4) Use of skilled personnel; <br /> 5) Management of subcontractors; <br /> 6) Availability of and use of appropriate equipment; <br /> WFP Operations Building Seismic Retrofit-Rebid January 6, 2017 <br /> January 3, 2017WO#UP3600 002213 - 1 <br />
