By authorizing this Amendment, the scope of work will change to place emphasis on current legislative, funding and regulatory matters. Advocacy is directed through the development and implementation of the annual legislative agenda. Key issues include fiscal matters, transportation and freight mobility, transit, economic development, climate change, higher education access expansion, law enforcement, utilities, water resources, and 2010 supplemental operating, capital and transportation budget issues. Date of service is January 1, 2010 through December 31, 2010. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign Amendment No. 3 to Professional Services Agreement between the City of Everett and Doug Levy doing business as Outcomes by Levy to provide consulting services on legislative natters primarily at the state and regional levels. 35
