<br /> SCOPE OF SERVICES
<br /> 1. Emphasis would be on legislative, funding and regulatory affairs assistance to
<br /> City of Everett, primarily at the state and regional levels through the development
<br /> and advocacy of the annual legislative agenda.
<br /> Key issues include fiscal matters, transportation and freight mobility,transit,
<br /> higher education access expansion, economic development and infrastructure
<br /> funding, law enforcement and fire services, emergency management, land use,
<br /> climate change, utilities, water resources, and 2010 supplemental operating and
<br /> capital and transportation budget issues.
<br /> 2. Assistance to the City in areas of political consultation, issue management and
<br /> regional affairs.
<br /> At the state level—
<br /> 1. Direct time and attention on key areas of need for City of Everett, including but
<br /> not limited to: specific funding and earmark requests; protection of fiscal/revenue
<br /> capacity; transportation, transit and transportation funding; freight mobility;
<br /> higher education; utilities/water supply; law enforcement; economic development,
<br /> infrastructure issues, land-use/GMA, housing,public records, and climate change.
<br /> 2. Assist the City with the advocacy of its annual legislative agenda; development
<br /> of legislative strategy, communication of City positions, and establishment of
<br /> relationships on behalf of the City with lawmakers, key appointed officials,
<br /> legislative staff, state agency officials and staff, and special interest groups;
<br /> 3. Ensure that policy implications of pending legislation, initiatives and ballot
<br /> measures, regulations or studies are fully researched, critically assessed,
<br /> responded to in a timely manner and working relationships between City and
<br /> agency staffs established;
<br /> 4. Coordinate efforts and collaborate with the Legislative Committees, State
<br /> agencies, AWC, PSRC and local government coalitions, alliances and
<br /> partnerships on matters of mutual concern;
<br /> 5. Regarding higher education access and expansion issues, coordinate with
<br /> legislative leadership, higher education officials, HECB, local higher education
<br /> interest groups and the City's advisor.
<br /> 6. Assist with interim activities, strategies, and issue management to achieve
<br /> legislative objectives; attend interim meetings of legislative committees, boards,
<br /> committees, task forces and state agencies' meetings, AWC, PSRC, and related
<br /> organizations, associations, and ad hoc groups.
<br /> 7. Participate in regular and ongoing discussions with the Mayor/City Council,
<br /> department heads/senior directors to determine areas of legislative impact upon
<br /> City, funding initiatives for City projects; and frame recommendations for
<br /> legislative action;
