4 <br /> EXHIBIT A <br /> SCOPE OF SERVICES <br /> I. PURSUIT OF FEDERAL FUNDING <br /> • Transportation funding advocacy for: <br /> o Transportation projects such as interchange modifications and <br /> improvements,freight routes,bridges, pedestrian and bicycle ways,HOV <br /> lanes, safety improvements, community character and preservation <br /> projects as available in annual transportation appropriations and <br /> reauthorization of the SAFETEA-LU Transportation Act with attention to <br /> 1-5 and U.S. Highway 2 corridors and freight mobility. <br /> o Everett Transit Division capital requests funded via Section 5309 <br /> allocations within the Transportation Appropriations for Federal Transit <br /> Administration(FTA)bus/paratransit vehicle acquisition. <br /> • Utilities and Infrastructure: <br /> o Support legislative requests and funding for water line construction to the <br /> Tulalip Tribes Reservation as per the City of Everett and The Tulalip <br /> Tribes Agreement of September 16,2005. The Tulalip Tribes/City of <br /> Everett agreement provides the framework for water delivery to the Tribe <br /> for its Reservation use,including fisheries,mutual financial contributions <br /> to the construction of a pipeline,and a pledge of cooperation in obtaining <br /> funding for the pipeline construction. <br /> o Bond St. CSO Project: As mandated by the federal government the City is <br /> required to have design completed by the end of 2008 and construction <br /> completed by the end of 2014. <br /> o Continued construction funding for the Smith Island/Union Slough <br /> Salmon Restoration Project. <br /> • Grant advocacy for parks,land use and the environment, law enforcement, <br /> domestic violence,homeland security, economic development,higher education, <br /> human services, and other city programs,projects,and services as may arise. <br /> • Identify opportunities for non-transportation federal funding for the City of <br /> Everett in the American Recovery and Reinvestment Act; Energy and Water Bill; <br /> Water Resources Development Act; Transportation,Housing and Urban <br /> Development and Related Agencies;Interior, Labor,Health, and Human Services <br /> Bill;Rail Security; and Department of Justice. <br /> II.NAVAL STATION EVERETT: <br /> • The Service Provider will assist the City gain and maintain access to key <br /> Congressional,Department of Defense,Department of Homeland Security, <br /> Department of Commerce,U.S.Navy,U.S. Coast Guard, and National Oceanic <br /> 9 <br />
