7 <br /> EXHIBIT A - SCOPE OF WORK <br /> Everett Public Works Department —Year. 3 (2010) <br /> Monitoring of the Smith Island Habitat Restoration <br /> and Dike Maintenance Mitigation Site <br /> Everett Public Works Department(EPWD) has asked ICF Jones&Stokes to prepare a scope of work and <br /> cost estimate associated with the monitoring of the 58-acre mitigation portion of the 93 acre intertidal <br /> restoration project along Union Slough, east of the EWPD Water Pollution Control Facility(EWPCF).The <br /> 58-acre mitigation project is a condition of permits issued by the U.S.Army Corps of Engineers <br /> Regulatory Section (Corps)and Washington Department of Ecology(Ecology)for the fill of 8.23 acres <br /> wetlands associated with the improvement of dikes protecting the EWPCF. EPWD improved existing <br /> dikes at specific locations along the Snohomish River and Union Slough to ensure adequate flood <br /> protection for the existing EWPCF to meet federal standards for disaster relief funds. <br /> A total of 21 acres of land within the 58-acre mitigation site would be used as mitigation specific to the <br /> dike maintenance project.The remaining acreage, 37 acres would be used as advance mitigation for <br /> future City of Everett projects or other project as agreed to by the City and the permitting agencies. <br /> The overall goal of the mitigation site is to restore intertidal flooding to diked freshwater wetlands and <br /> provide increased intertidal habitat for salmonid species. A monitoring program for the mitigation site <br /> was presented in the October 22, 2002 Wetland Mitigation Plan prepared for the Corps and Ecology in <br /> the permitting process(ICF Jones&Stokes 2002).The monitoring plan is to occur over a 10-year period, <br /> beginning the first growingseason after breaching. Breaching of the Union Slough dike occurred in <br /> October 2007 to restore hydrological conditions to historically intertidal wetlands. <br /> The monitoring plan identifies specific actions that are to be taken throughout the 10-year monitoring <br /> period based on the monitoring plan as accepted by the Corps and Ecology for permitting purposes. ICF <br /> Jones&Stokes assisted EPWD with the first and second years of required monitoring that occurred in <br /> 2008 and 2009. <br /> The 2010 tasks listed below are required to occur during year 3 and start of year 4 (fall 2010 wildlife <br /> monitoring) and include the following elements: <br /> 1. Vegetation <br /> 2. Hydrology(inundation depth,tidal exchange,development of drainage patterns) <br /> 3. Water quality(temperature, salinity, dissolved oxygen) <br /> 4.
