All but four have had control projects to
reduce overflow events. Puget Sound Outfall 6 is one of the four remaining uncontrolled outfalls on Port
Gardner Bay, and construction of the Bond Street Interceptor will divert overflows from Puget Sound Outfall
6 to a future retention treatment basin.
The Bond Street Interceptor is the first of five construction packages for the Bond Street CSO Control
Facilities project. The City submitted plans and specifications for the Bond Street CSO Control Facilities in
December 2008, and the Washington State Department of Ecology approved the plans and specifications. In
2009,the total estimated cost for this project was $23 million.
The City was offered a$6.2 million State Revolving Fund loan to begin construction of the Bond Street
Interceptor. This contract is one of the construction projects funded by that loan.
The bid opening for the Bond Street Interceptor was on December 8, 2009, and 22 bids were received. The
tabulation of the bids is attached. The lowest responsive, responsible bidder was Shoreline Construction,
with a bid of$640,436.16.
RECOMMENDATION:
Award contract to Shoreline Construction for the Bond Street Interceptor in the amount of$640,436.16
including state sales tax.
69
