6 <br /> Stay Out of Areas of Prostitution <br /> Declaration of Lieutenant Ted Olafson <br /> December, 2009 <br /> I, Ted Olafson, certify(or declare)under penalty of perjury under the laws of the State of <br /> Washington that the following is true and correct: <br /> 1. I am a Lieutenant with the Everett Police Department,and have been assigned <br /> as the Lieutenant of the Special Investigations section of the Investigations <br /> Division since July,2008. <br /> 2. I have been a police officer since December 10, 1984,and have been <br /> employed by the Everett Police Department since January 1, 1989. During <br /> my service in Everett I worked as a patrol officer for three years, was assigned <br /> as a detective for seven years,was a patrol sergeant for a period of slightly <br /> less than two years, was a supervisor in the Administrative Services Division <br /> for more than three years, and was promoted to the rank of Lieutenant in May, <br /> 2004. I was assigned as a South Sector patrol lieutenant until July, 2008, <br /> when I was transferred to Special Investigations. <br /> 3. The Special Investigations section is responsible for investigating crimes <br /> including Prostitution and related offenses in the City of Everett, and I have <br /> been involved in the arrests of prostitutes and people who were attempting to <br /> engage the services of prostitutes during my assignment to Special <br /> Investigations. During this assignment I have become educated and familiar <br /> with the behavior and trafficking patterns of people who would engage in acts <br /> of prostitution. <br /> 4. During my assignment in the Special Investigations section, I have been <br /> made aware of complaints of prostitution activity through a variety of <br /> sources, including reports from patrol officers and supervisors, referrals from <br /> the Everett Police Department community web page, command-level persons, <br /> as well as citizens and business owners in the community. <br /> 5. During my tenure in Special Investigations I have participated in several <br /> planned operations to contact people who were seeking to engage the services <br /> of a prostitute("John Stings") as well as numerous impromptu, immediate <br /> operations to contact and arrest working prostitutes in various locales in the <br /> city. <br /> 6. In early October, 2009 I requested and received information related to 911 <br /> calls complaining of Prostitution activity in the City of Everett between <br /> January 1, 2008, and the date of my request. In reviewing the dispatch data, it <br /> is clear that the entire length of Evergreen Way, from the 4700 block to the <br /> 18 <br />
