EXECUTIVE SUMMARY <br /> At the request of Mr. Nick Abdelnour on behalf of Polygon Northwest (Client), Earth Solutions <br /> NW, LLC (ESNW) has completed a Phase I Environmental Site Assessment (ESA) for the <br /> subject site located at 11217 - 19th Avenue Southeast in Everett, Washington (see Vicinity Map <br /> - Plate 1). This Phase I ESA was prepared in general accordance with the American Society <br /> for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: <br /> Phase I Environmental Site Assessment Process, Designation E-1527-13. <br /> The subject site is located at 11217 - 19th Avenue Southeast in Everett, Washington. The <br /> subject site is irregular in shape and consists of eight tax parcels (Snohomish County Parcel <br /> Nos. 00574700100100, 00574700100102, 00574700100104, 00574700100203, <br /> 00574700100301, 00574700100302, 00574700100304, and 00574700100403) comprising a <br /> total of approximately 6.86 acres of land area (see Site Plan - Plate 2). The site is currently <br /> undeveloped land. ESNW understands development plans include 100 residential townhomes, <br /> utility improvements, access driveways, tracts, and other associated improvements. <br /> No hazardous materials spills, staining, stressed vegetation, or other visible signs of hazardous <br /> materials release were noted at the site. The subject site is not a recorded source of soil or <br /> groundwater contamination. <br /> No underground storage tanks (USTs) or above ground storage tanks (ASTs) were listed on <br /> the regulatory databases for the subject property or observed during the site reconnaissance. <br /> Visual observation did not reveal vent pipes or fill ports associated with underground storage <br /> tanks on the subject property. No evidence of past releases or hazardous material storage was <br /> observed on the day of the site reconnaissance. <br /> The Environmental Data Resources Inc. (EDR) database report did not identify the subject site <br /> on the federal and state regulatory databases. According to the EDR report and Washington <br /> State Department of Ecology (Ecology) records, several nearby and adjacent sites, including <br /> Chevron 91183 site (19021 — 19th Avenue Southeast), Snohomish County Used Oil Collection <br /> site (11020 — 19th Avenue Southeast), the AA Rental of Silver Lake Inc. site (10911 - 19th <br /> Avenue Southeast), and the City of Everett site (11223 - 19th Avenue Southeast), have had <br /> prior leaking underground storage tanks associated with historical gasoline service station that <br /> have impacted groundwater. These listed sites represent an environmental concern to the <br /> subject property because of the possibility that they have adversely affected subsurface <br /> conditions on the property. The remaining listed sites do not represent an environmental <br /> concern to the subject property because they are relatively distant from the subject property, <br /> located down-gradient or cross-gradient with respect to the subject property, have not affected <br /> groundwater, have completed a cleanup, and/or received a NFA determination from Ecology. <br /> The reconnaissance of the subject property and adjacent properties, a review of regulatory lists <br /> and files, a review of the subject property history, and interviews with knowledgeable persons <br /> revealed recognized environmental conditions (RECs) in connection with impacted <br /> groundwater from leaking underground storage tanks previously located on neighboring <br /> properties north, west, and southeast of the subject site.
