ACREAGE Approximately 6.86 acres. 1.2 PURPOSE Earth Solutions NW, LLC (ESNW) conducted a Phase I Environmental Site Assessment (Phase 1 ESA) for the Proposed Silver Lake Center located at 11217 — 19th Avenue Southeast in Everett, Washington (as shown in Plate 1). In this report, this property will be referred to as "the site", "subject site", "subject property", or "the property". ESNW understands Polygon Northwest (Client) will use the information contained in this report to better understand environmental conditions associated with the past and current use of the site. ESNW performed this Phase I ESA in accordance with our April 18, 2014 Phase I ESA Proposal (PES-3350) and in general accordance with the scope and limitations of the American Society for Testing and Materials (ASTM) Standard Practice for Phase I Environmental Site Assessments: Environmental Site Assessment Process E 1527-13. The purpose of this assessment is to assist Polygon Northwest in recognizing "environmental conditions" at the site. A recognized environmental condition (REC) is defined by the ASTM standard as "the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to any release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment.
