However, <br /> because the annual growth of regular property tax levies is capped at 101% and the City's assessed value has <br /> grown at a rate greater than 101%,the EMS levy rate has dropped to approximately$0.32 per$1,000 <br /> assessed valuation in 2010. This amount is insufficient to fund the provision of EMS at the current level of <br /> service and an interfund loan was required to adequately fund the EMS program in 2010. The proposed <br /> resolution encourages the City to seek financial security by asking the qualified electors to authorize a levy <br /> lid lift and exhibits the Council's support for any such ballot proposition. <br /> RECOMMENDATION: <br /> Adopt Resolution encouraging the City of Everett to seek approval from the qualified electors of Everett,at <br /> an April 27, 2010, special election, of a levy lid lift to allow the City to continue providing essential <br /> Emergency Medical Services. <br /> 15 <br />
