ABATE must contact the Fire Marshal for final site review and comply with the Fire Marshal's • <br /> requirements. ABATE should contact the Fire Marshal's office to determine when information <br /> should be submitted in order for the Fire Marshal to have sufficient time for review and comply <br /> with the Fire Marshal's submission dates. <br /> 19. If,and to the extent, areas or booths are dedicated to children and children's activities(other <br /> than retailing of children's goods),ABATE shall run background checks of all volunteers and staff <br /> manning such booths and areas and shall not allow any persons convicted of crimes against <br /> children or registered sex offenders to staff or man such booths and areas. <br /> 20. ABATE must inform all food vendors that they need to obtain a Sno.hornish County Health <br /> District mobile food service permit or temporary food service permit in advance of the event. <br /> The permit must be clearly posted at the vendor location.Vendors without a valid permit will <br /> not be allowed to operate. <br /> Vendors <br /> 21. ABATE shall provide a complete list of vendors to the City by April 16, 2010 and shall update it <br /> by May 1,2010. <br /> Financial <br /> 22. $5,000 cash deposit provided by May 1,2010, refundable if ABATE pays the police labor <br /> expenses and covers all other out of pocket expenses. • <br /> 23. ABATE shall provide evidence satisfactory to the City Attorney's Office that it received $10,000 <br /> of booth fees,sponsorships,donations,grants,contributions or other funding by May 1, 2010. <br /> 24. From the time of permit issuance through the day after the event, neither ABATE nor any of its <br /> officers may be in default or arrears with any City financial obligation. <br /> Traffic <br /> 25. The street closure area is approved as designated on the attached street closure plan. <br /> 26. No activity,including event parking, may be allowed around any church on Sunday morning that <br /> would interfere with church activities. <br /> 27. Detailed signing and detour plan shall be provided by ABATE for review by City Traffic Engineer <br /> no later than April 16,2010. Approval of City Traffic Engineer must be obtained by May 1, 2010. <br /> City Traffic Engineer is authorized to require changes to signing and detour plan. ABATE is <br /> encouraged to submit the signing and detour plan sufficiently far in advance to as to obtain <br /> approval before ABATE makesany commitments to vendors or others. Any commitment by <br /> ABATE to others shall not affect any requirements of the City Traffic Engineer. <br /> 28. ABATE shall arrange and pay for placement of all necessary barricades and signs. ABATE shall <br /> provide any and all labor for manning traffic barricades at intersections. Barricades will always <br /> be manned by.ABATE and moved as needed for emergency access or other needs. <br /> 29. The street closure area is reserved for vendor vehicles and show vehicles. The street closure <br /> area may not be used for attendee parking,and vehicles will not be permitted to come and go <br /> from the street closure area except for emergencies, etc. <br /> 30. The City Hall parking lot(2900 Wetmore) may be available for vendor vehicle parking. If <br /> requested for that purpose,ABATE must make the request to the City Facilities Department no <br /> later than April 16, 2010. <br /> 31. The Everpark parking garage will be open and available for attendee parking. <br /> 32. ABATE staff and volunteers will remove all traffic barricades and signage no later than 8:00 p.m. <br /> and place all City barricades and signage at the intersection corner(off street)for pickup by the <br /> City. <br /> 6 <br />
