LLl._i RESOLUTION NO. 4076 A RESOLUTION authorizing the providing of nominal food items and non-alcoholic beverages for City meetings. WHEREAS, City facilities are regularly used for meetings for City business which includes public information meetings, volunteer board and commission meetings; and WHEREAS, City Council meetings provide a forum for public participation in the government process, which can sometimes be lengthy and involved; and WHEREAS, it is increasingly accepted and expected that non-alcoholic beverages such as coffee and tea be provided at business meetings involving public as well as private sector individuals; and WHEREAS, in the interest of City affairs, volunteers work on City programs without compensation and people serve on citizen committees to advise or assist City officers and employees and from time to time do so during normal meal times; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT THAT: Nominal food items, and non-alcoholic beverages necessary for sustenance and nourishment may be provided to volunteers and committee members during City meetings when discharging their duties as volunteers or members of boards/commissions and committees. Such may also be shared with City employees charged with staffing such meetings when their attendance at such meetings is required. Non-alcoholic beverages such as coffee and tea and miscellaneous beverage supplies such as cream, sugar, napkins, and cups, which are deemed appropriate to be served at City Council meetings, commission and board meetings, training, staff and public information meetings, and general public involvement meetings held at conference and meeting rooms throughout City facilities, are hereby authorized and designated a legitimate public expense.
