f <br /> • <br /> qa <br /> CITY OF EVERETT EL/EreEnr <br /> RESOLUTION NO. 4065 <br /> A RESOLUTION establishing a resident/non-resident definition and authorizing the <br /> implementation of a resident/non-resident administrative policy. <br /> WHEREAS, there are certain services for public use that are funded by City residents. These <br /> services are being provided at a higher level than many surrounding governmental jurisdictions <br /> and extensive use may disallow and disrupt the ability for the citizens of Everett to obtain <br /> adequate services; and <br /> WHEREAS, there is a need to define what constitutes a City of Everett resident that will allow for <br /> distinctions to be made between residents and non-residents in the City of Everett; and <br /> WHEREAS, there are some services that will be available at a different rate to Everett City <br /> residents and that non-residents may receive reduced services, may be excluded from receiving <br /> services or may be required to pay a higher rate for use of City of Everett services; and <br /> WHEREAS, the City of Everett encourages other governmental jurisdictions to provide services at <br /> an equal or higher level to that of Everett; and <br /> WHEREAS, the City favors pursuing interlocal/reciprocal agreements with other jurisdictions to <br /> provide services to non-residents at resident rates in exchange for shared resources; <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT <br /> THAT: <br /> • Residency in Everett is defined as anyone maintaining their primary residence within the <br /> corporate City limits: <br /> • Residence, for the purpose of this policy, means a person's permanent address where he or <br /> she physically resides and maintains his/her abode. <br /> The City Administration is authorized to implement a resident/non-resident policy that makes <br /> distinctions for services and fees between Everett residents and non-residents and assigns <br /> resident/non-resident rates. <br /> Council Person Introducing Resolution <br /> PASSED and APPROVED this 25th day of January , 1995 <br /> - — <br /> Council-President <br /> 'N.'ADMG APOL ICI F.SUDM-P 000.DOC <br />
