i-. <br /> w. <br /> V. <br /> WHEREAS, the City of Everett believes light rail transit can be funded to Everett in Phase <br /> One through a more realistic costing of alignments, more realistic revenue growth rate <br /> assumption, implementation timing of investments, and potentially a one-year extension of <br /> Phase One; and <br /> WHEREAS, the City of Everett has concerns regarding the "equity principles" of the <br /> Master Systems Plan; and <br /> WHEREAS, the Master System Plan does not identify a preferred strategy(implementation <br /> schedule)to complete the Phase One Plan in the event that cost overruns or funding <br /> shortfalls are encountered; and <br /> WHEREAS, the north corridor light rail segment may be the last to be constructed, and <br /> given the possibility of cost overruns and/or funding shortfalls, the Snohomish County <br /> subregion receiving light rail service by 2010 will be at risk; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT DOES <br /> HEREBY RESOLVE: <br /> 1. That the Snohomish County Council be urged to vote no and request the RTA Board <br /> to reconvene to amend the Master System Plan. <br /> 2. That the Master System Plan should be amended to extend light rail into Everett. <br /> 3. That the Master System Plan should be amended to assure construction of the <br /> Snohomish County light rail system in the event of construction cost overruns or <br /> revenue shortfalls. <br /> 4.
