RESOLUTION NO. 4017 e../. clAm <br /> N4dEL/E?ETT <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EVERETT <br /> REGARDING THE WASHINGTON HEALTH SERVICES ACT OF 1993 AND <br /> THE CITY'S HEALTH INSURANCE PROGRAMS <br /> WHEREAS, the State of Washington adopted the Washington Health Services <br /> Act of 1993 to provide universal health coverage throughout the state; and <br /> WHEREAS, the legislation does not specifically address self-funded local <br /> government health plans which are used in numerous cities within Washington <br /> State, including the City of Everett; and <br /> WHEREAS, municipal sponsors of employee health care plans are not <br /> specifically addressed under Public Law 93-406 of the Employee Retirement <br /> Income Security Act of 1974 (ERISA); and <br /> WHEREAS, the City of Everett has developed a cooperative effort between labor <br /> representatives, City Administration and the City Council for the provision of <br /> quality health benefits to its employees at a manageable cost; and <br /> WHEREAS, the self-insured plan of the City of Everett which was developed <br /> through this cooperative effort meets the goals, objectives and intent of the <br /> Washington Health Services Act of 1993; and <br /> WHEREAS, the City of Everett's plan does this at a more efficient cost and all <br /> parties involved wish to retain the program in the best interest of the citizens of <br /> the City; and <br /> WHEREAS, numerous concerns have arisen as to whether the Washington <br /> Health Services Act of 1993 can accomplish its original intent in a cost-effective <br /> manner; now, therefore <br /> THE CITY COUNCIL OF THE CITY OF EVERETT DOES HEREBY RESOLVE <br /> AS FOLLOWS: <br /> Section 1. That the City support legislation to, at a minimum, continue to allow <br /> local governments the option of self-insuring employee health benefit plans in <br /> the State of Washington in full compliance with Federal law. <br /> Section 2.
