OP <br /> EVERETT <br /> vtiRESOLUTION No. 4015 <br /> A RESOLUTION in support of Referendum 43 on the November 8, 1994, <br /> General Election Ballot: "Shall taxes on sales of cigarettes, liquor, <br /> and pop syrup be extended to fund violence reduction <br /> and drug enforcement programs?" <br /> WHEREAS,the passage of Referendum 43 would reauthorize existing sources of revenue for the 1989 <br /> Omnibus Alcohol and Controlled Substance Abuse Act and provide the necessary funding to fully <br /> implement programs spelled out in the Youth Violence Prevention and Community Safety Act of 1994; <br /> and <br /> WHEREAS,these two Acts provide critical resources for addressing the broad range of drug-related <br /> problems that plague our state,particularly crime,violence, and joblessness; and <br /> WHEREAS,these two Acts also incorporate a comprehensive, long-term approach to treat and prevent <br /> chemical dependency and support programs that include drug and alcohol treatment, law enforcement, <br /> education, social services,and criminal justice assistance;and <br /> WHEREAS,the Omnibus Alcohol and Controlled Substance Abuse Act provides approximately$3.5 <br /> million each biennium in prevention, intervention, and treatment services to the men,women,and youth <br /> of Everett; and <br /> WHEREAS, the loss of those treatment dollars would mean the loss of important services within our City, <br /> including early intervention programs in the Everett and Mukilteo school districts, help for families in <br /> which children are suspected to be at risk as a result of drug usage of one or both parents, early pregnancy <br /> intervention for addicted mothers,youth outpatient care;and <br /> WHEREAS,the loss of those treatment dollars also would severely impact our ability to deal with the <br /> issues of drug and alcohol abuse and related problems such as crime,youth violence,and family <br /> dysfunction; and <br /> WHEREAS, a wide variety of prevention and enforcement programs within ESSHB 2319 (Youth <br /> Violence Prevention and Community Safety Act of 1994)would be null and void without this funding; <br /> NOW,THEREFORE BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF EVERETT <br /> supports Referendum 43 and urges all citizen e YES on eferendum 3 on November Z 994. <br /> Councilperson Introducing Resolution <br /> PASSED and APPROVED this 26th day of October , 1994. <br /> Dae Pope <br /> Council President <br />
