WHEREAS, Section 1 of the GMA requires that all local governments <br /> include a "process for identifying and siting essential public <br /> facilities, " including specifically "airports, and <br /> WHEREAS, the GMA requires all local governments to consult and <br /> coordinate with one another on planning issues of mutual interest; <br /> NOW, THEREFORE, BE IT RESOLVED by the Everett City Council: <br /> A. The City of Everett supports an impartial process for <br /> planning and siting airport capacity and airport facilities that <br /> includes a cooperative effort with other local governments in the <br /> adoption of county-wide planning policies as required by Section 2 of <br /> the GMA. <br /> B. The current programmatic Flight Plan Draft EIS and <br /> subsequent project specific EIS's should fully disclose the impacts of <br /> -- and address mitigation for -- those issues raised in the City of <br /> Everett comment letter dated March 4, 1992, and other comments of <br /> record by City of Everett citizens and officials. <br /> C. After gathering all available and needed technical <br /> information, and after reviewing the WSATC's recommendation, the PSRC <br /> should review airport systems alternatives and select the one which <br /> best meets the needs of our citizens, while minimizing adverse <br /> environmental or economic impacts. <br /> D. The construction of new airports or additional runways, or <br /> the initiation of commercial air service at existing airports (other <br /> than Sea-Tac International Airport) , should occur after completion <br /> of -- and be consistent with -- the PSATC process, the WSATC final <br /> report and the adoption of a regional plan by the PSRC. <br /> E. The City of Everett urges airport operators of those sites <br /> ultimately selected to immediately develop a fair, efficient, <br /> adequately funded mitigation program for impacted communities, <br /> residences and businesses, which is designed to offset the <br /> environmental, social, and economic impact of existing and future <br /> airport facilities operations. <br /> F. Because the expansion of airport operations impacts traffic <br /> congestion, the PSRC should coordinate regional airport planning with <br /> regional surface transportation planning efforts, including those for <br /> high-capacity transit. <br /> -2- <br />
