gio, <br /> RESOLUTION NO. 3992 EL/EJFETT <br /> A RESOLUTION adopting the Everett Transit Comprehensive Plan Update of 1994 <br /> WHEREAS, the Planning Commission conducted a public hearing on July 19, 1994, and considered the <br /> testimony of City staff and of the public,and recommended that the City Council adopt the Everett Transit <br /> Comprehensive Plan Update of 1994;and <br /> WHEREAS,the City Council finds the following; <br /> 1. In 1989, Everett Transit prepared a Transit Development Plan which indicated the general <br /> direction(i.e. service hours, financing,rolling stock requirements, etc.)that Everett Transit should <br /> follow through 1999;and <br /> 2. Since 1989, the operating environment in which Everett Transit finds itself has significantly <br /> changed due to certain initiatives from federal,state,and local areas such as <br /> • The State of Washington Growth Management Act(GMA) <br /> • The State of Washington Commute Trip Reduction Law(CTR) <br /> • The City of Everett Commute Trip Reduction Ordinance <br /> • The full implementation of Americans with Disabilities Act(ADA) <br /> • The utilization of the Intermodal Surface Transportation and Efficiency Act(ISTEA)for <br /> transit capital projects <br /> • The study of operating design concepts of the proposed Regional Transit Project(RTP) <br /> • The incorporation of transit level of service standards as part of the concurrency <br /> requirements of GMA;and <br /> 3. In order for Everett Transit to respond to these changes in its operating environment the 1989 <br /> Transit Development Plan must be significantly updated;and <br /> 4. On February 10, 1993, City Council authorized such an update to the 1989 plan known as "The <br /> Everett Transit Comprehensive Plan Update";and <br /> 5. On August 3, 1994 the City Council approved the Growth Management (GMA) Comprehensive <br /> Plan for the City which included a Transportation Element, and the Everett Transit Comprehensive <br /> Plan Update is functionally related to and consistent with the Transportation Element of the GMA <br /> Comprehensive Plan <br /> NOW,THEREFORE,BE IT RESOLVED that the City Council of the City of Everett hereby adopts the <br /> Everett Transit Comprehensive Plan Update of 1994 which is attached hereto as Exhibit A and incorporated <br /> herein by reference. <br /> Councilperson Introducing Resolution <br /> PASSED AND APPROVED this 7th day of September , 1994. <br /> Council President <br />
