Project Description: The purpose of the Mukilteo Boulevard culvert replacement is to stabilize the roadway embankment and to provide for upstream fish migration. To accomplish this, a new 36" culvert is proposed to be bored under Mukilteo Boulevard. A fishway will be installed at the downstream end of the new culvert to provide for upstream fish migration as shown in figure 2 or as approved by the State Department of Fisheries and/or Wildlife. Flow into the new culvert will be restricted by a weir to ensure that the stream velocities and depths are within the tolerance limits for upstream fish migration. Stream flows above these tolerance limits will be directed into the existing 36 inch culvert. The existing 36 inch culvert will be rehabilitated so that it can safely discharge excessive stream flows. When the project is completed, an additional 3,000 feet of Pigeon Creek No. 1 will become available for salmon spawning. Recommendation: Delete the element entitled "Mukilteo Boulevard Culvert Repairs" from Table 11 on Page 39 of Port Gardner Bay Drainage Basin Update Report No. 2, Narbeck Creek and Pigeon Creek No. 1. Replace with "Mukilteo Boulevard Culvert Reconstruction" at a cost of $742,000 with funding by City/State/private.
