/11P0,04/0Z,z/—a— <br /> E�/E/c'ETT <br /> CITY OF EVERETT <br /> RESOLUTION NO. 3938 <br /> A RESOLUTION for waiving the public bidding requirements and for sole source <br /> purchase from Varian, one Zeeman Atomic Absorption Spectrometer(Model <br /> SPECTRAA-600Z) for conducting trace metals analyses at the Everett Water Pollution <br /> Control Facility Laboratory. <br /> WHEREAS, the Utilities Division of Public Works require replacement instrumentation to <br /> cover analyses of metals samples. <br /> WHEREAS, Varian is the only manufacturer of a spectrometer that meets the technical <br /> specifications and support requirements. <br /> WHEREAS, Varian is offering a 15%trade-in discount on the existing :ab instrument to <br /> purchase new technology. <br /> WHEREAS, lab analysts have a combined seven years experience on Varian atomic <br /> absorption techniques that are directly related to the new instrumentation <br /> WHEREAS, there is an inventory of over $5,000 in operating supplies that are <br /> interchangeable between the old and new Varian instruments. <br /> WHEREAS, the sole distributor of the SPECTRAA-600Z Auto Multi-element <br /> spectrometer is the Varian Corporation of Sugarland, Texas. <br /> WHEREAS, it is available to be purchased from the 1994 budget. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF EVERETT the City hereby finds that the purchase of a Zeeman Atomic Absorption <br /> Spectrometer is legitimately limited to a single source. Pursuant to RCW 35.23.352(9), <br /> the City hereby waves the requirement of calling for public bids for the acquisition of the <br /> subject instrument.
