Small cells can be used to extend wireless <br />coverage or capacity. Federal law allows cities to negotiate the terms of franchises, but does not allow cities <br />to refuse to authorize a franchise. <br />Authorization of the franchise will provide additional teleconununication services in Everett. Mobilitie <br />Investments, the City Attorney's Office, Permit Services, and IT staff negotiated the proposed franchise. <br />This franchise is substantially similar to the teleconununications franchise granted to the Zayo Group, LLC in <br />November 2012, and to Noel Conununications in 2014. <br />RECOMMTNDATION: (Exact action requested of Council): <br />Adopt an Ordinance Granting a Telecommunications Franchise to Mobilitie hivestments III, LLC. <br />13 <br />
