The project includes installation of 1,200 linear feet of
new sewer pipe within the City limits along Lower Norton Avenue between 22nd Street and 25th Street. A new
sewer main is needed to divert flows from the existing outfall and discharge flows to Lift Station No. 6. The
existing outfall pipeline will remain in place as a surface water outfall, for use by the KJC property.
City staff will be designing this project in-house this year, however, will need geotechnical information in order to
prepare contract plans and specifications for bidding in Spring 2016. The geotechnical consulting engineer selection
was the result of requesting proposals from three firms off the statewide consultant roster who have done work with
the City in the past.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign a Professional Services Agreement with Aspect Consulting, LLC to provide
geotecluiical engineering design services for Puget Sound Outfall 4 Sewage Separation Project in the amount
of $11,855.
51
