SC,vPE of InloCLK <br />%Aspect <br />AC'O NSU LT ING <br />June 26, 2015 <br />Ainie Roshak, PE, Associate Engineer <br />City of Everett - Public Works <br />3200 Cedar Street <br />Everett, Washington 98201 <br />Re: Proposal for Geotechnical Engineering Services <br />UP3621 PS04 Sewage Separation Project <br />Everett WA <br />Aspect Proposal No. 150135-2 <br />Dear Arnie; <br />As requested, Aspect Consulting, LLC (Aspect) prepared this proposal and statement of <br />qualifications to perforin geotechnical engineering services for the City of Everett's (City) PS04 <br />Sewer Separation Project to install new sewer pipe along Lower Norton Avenue between 22nd and <br />25dr (the Project). <br />Geologic Conditions and Relevant Experience <br />Aspect has extensive geo-environmental experience with the Project area from our enviromnental <br />remediation work at the former Kirmberly Clark paper mill site. Aspect installed a geo-probe and <br />shallow ground water monitoring well (UG -MW -01) on the west side of the railroad tracks just <br />north of 23rd. This prior experience gives us a strong understanding of the Project's soil and <br />groundwater conditions. <br />We expect soil conditions along Lower Norton Avenue between 25`i' and 23rd to consist of highly <br />variable fill, underlain by post -glacial colluvium or beach deposits. Groundwater is anticipated to <br />be within about five feet of existing ground surface. Petroleum -impacted soil and groundwater are <br />known to exist west of the BNSF tracks. <br />Proposed Scope of Work <br />1. We will conduct a site reconnaissance and meet with City representatives to discuss <br />proposed exploration locations and to obtain utility clearances. We propose to occupy and <br />close one lane of this very -low volume roadway. We will put up signs and cones advising <br />motorists of "1 Lane Roadway Ahead." We do not anticipate a flagger is necessary,and <br />our scope and budget reflects this assumption. We will coordinate our traffic control plan <br />with the City for approval. <br />2. We will mark the pavement at our proposed boring locations and call for underground <br />utility locates. Because the drilling is entirely within the City right-of-way, we will not <br />utilize a private utility location contractor to supplement the 1 -Call Utility Notification <br />service. <br />
