In 2014, the "City of Everett 2014 CSO Control Plan Update" (Plan) was submitted to Ecology for their approval. The Plan outlines the City's proposed program to bring all of the 13 CSOs into regulatory compliance by Year 2027, which is 10 years past the previously approved compliance schedule. The overall estimated cost of the proposed CSO program is $87.2 million. On December 17, 2014, The City Council adopted Resolution No. 6805 - the 2014 Comprehensive Sewer Plan, which includes the CSO program. The "Agreed Order" between Ecology and the City of Everett achieves CSO regulatory compliance by December 31, 2027 by implementing the City's 2014 CSO Control Plan Update. By signing this Agreed Order, City of Everett agrees not to appeal the order. RECOMMENDATION: Authorize the Mayor to sign the State of Washington, Department of Ecology Agreed Order No. 11638. 73
