July 8, 2015 <br />JOB COMPLETE — 2015 BIOSOLIDS REMOVAL PROJECT <br />To accept the 2015 Biosolids Removal Project as complete and <br />authorize the Mayor to sign the Certificate of Completion with <br />Jansen, Inc. <br />Roll was called with all council members voting yes, except Council <br />Member Gipson who was excused. <br />Motion carried. <br />PUBLIC HEARING — LAND USE REGULATIONS FOR <br />RECREATIONAL MARIJUANA BUSINESSES <br />Council President Bader opened a public hearing regarding Council Bill <br />No. 1506-18, a proposed ordinance establishing land use regulations for <br />recreational marijuana businesses, amending Ordinance No. 1671-89, as <br />amended (EMC Title 19, Zoning), and superseding Ordinance No. 3407- <br />14, as amended <br />Allan Giffen, Planning, presented information concerning the proposed <br />ordinance, as well as amendments to the ordinance as proposed by City <br />staff. <br />Discussion took place regarding state legislation, effective July 1, 2015, <br />relating to marijuana tax law changes. Council Member Murphy asked if <br />the proposed land use changes would affect the City's ability to qualify for <br />local revenue sharing. Allan Giffen stated he would have to confirm with <br />the Washington State Liquor Board. <br />Council President Bader invited public comment.
