The estimated <br />cost of the Projects and all costs incidental thereto (including costs of issuance of the Bonds and <br />funding of the Reserve Account), is hereby declared to be as nearly as practicable the sum of <br />$281,520,000, $35,000,000 of which is to be provided out of the proceeds of the sale of the <br />Bonds. <br />(b) Authorization of Bonds.
