It goes on to state "a� a exception to <br />subsection A.1 of this section, the C(ly may certify a tax lot If requested by a lhird party <br />innocent purchaser if such lot complies with Zoning Code requirements and the <br />development standards of this title." <br />The above referenced lot was created and sold by Mr. & Mrs. Straiid to Ms. Kinnunen <br />in 1977 through tax segregatiun. Mr. Strand sold off the southem portion of the parent <br />�ot to Ms. McLaughlin in 1994. Neither of the current c,wners helci title to the land in <br />1975, nor were they the owners oi the parent parcel, which has subsequently bee� <br />divided. As the lots were created aiter November 2, 1975, the division should have <br />complied with the City of Everett Land Division Ordinance in place al that time, and the <br />division would be considered illegal. <br />The site currently being reviewed for lot certificatlon meets the exception criteria <br />contained in 5eclion 18.32.020.A.3 of the Everett Municipal Code. Prior to lot <br />certification a record of survey was required for the site, to ensure any encroachments <br />on site would be corrected pr!or to final certification.
