SITE DESCRIPTION <br />A site investigation and wetland delineation were completed by Wetlond Resources, <br />Inc., in October of 2003 to delineate jurisdictional wetlands on an approximate 1.85 <br />acre parcel located at 1910 112�' S[. SW in the city of Everett, WA. The site is <br />located as a portion of Section 28, Township 28N, Range 4E, WM. <br />Access to this site is from the north via 112'� St. SW. Surrounding land use is <br />comprised of single•family residences and apartments. This site is generally flat, with <br />a slight south aspect. This site is currently occupied by a singie-family residence, <br />detached garage and maintained lawn. No wetlands were found on the subject <br />prope�ty. A large Category II we[land lies to the south of ;he subject property. This <br />forested wetland is associated with the main stem of Swamp Creek. A smaller <br />Category III wetland lies off site to the east of the subject property. Pursuant to <br />City of Everett Chapter 37 Environmentally Sensitive Areas code, Category II wetlands <br />in the city of Everett typically receive 75-foot protective buffers, while Category III <br />wetlands are granted 50-foo: buffers. Portions of the buffers from both wetlands <br />extend onto the subject site. <br />PROJECT DESCRIPTION <br />A 13•unit development is proposed for this property, which will include retention of <br />the existing s�ngle-family residence. To accommodate the lot layout, the applicant is <br />proposing to reduce 1,740 square feet of buffer through averaging. As mitigation for <br />buffer reduction, 1,868 square feet of additional area is proposed to be designated <br />as buffer. The areas to be reduced and the areas to be designated as additional <br />buffer are comprised of maintained lawn; both are of equivalent quality. This buffer <br />averaging plan will increase the buffer area to 128 square feet over that required by <br />the standard buffer. The minimum buffers that will result from this averaging will be <br />54 fee[ from Wetland A(Category II) and 30 feet from Wetland B(Category lil►. A split <br />rail fence and ESA signs will be installed along the edge of the on•site buffer. <br />Implementation of this buf(er averaging plan should maintain overall functions and <br />values provided by this site. <br />TEMPORARY EROSION AND SEDIMENTATION CONTROL <br />Temporary erosion control devices shall be placed prior to construction to reduce <br />siltation into sensitive areas. Siltation fencing shall be used to prevent impacts to <br />wetland and stream functions during construction and planting. All erosion and <br />sedimentation control facilities shall be kept in place and functioning until ground <br />vegetation is firmly es[ablished. All elements of the site engineer's TESC Plan shall <br />be followed. <br />1 � <br />5 <br />
