DESCRIP'fION OF PROPOSED PROJEGT <br />Gustavsoo, Inc. proposes to create six multipiexs and retain aa existin6 Suvctu�e on <br />1.87 acres of land located on Silver Lake Road, Everett, Washington. The project would <br />provide moderate•priced rental housing in south Everett <br />BASELINE INFORMATION <br />Introduction <br />On June 22, 1938, Jones & Stokes Associates, Inc. conducted a field survey of the <br />Silver Lake Property. Additional wetland delineation work was conducted February 20, <br />1991 in order to utilize the current delineation methodology accepted by governing agencies. <br />The vegetation, soils and hydrology of the site were chazacterized by Jones & Stokes <br />Associates' staff. <br />Portions of the site were previously defined as wetlands (0.96 acres) by the <br />Snohon�ish Counry Water Resources Group during a survey conducted on Apri14, 1986. <br />Since that dme, coastruction activities resulted in the 611ing of a portion of the wedand area. <br />The site waz revisited by Snohomish Counry on February 8, 1988 and on March 1, 1988 by <br />the Washington Department of Ecology. The Snohomish Counry team esiimated that 0.22 <br />acres of the original wetland remained after filling. <br />Methodolo� <br />Wetlands at the site were deli►:eated using the methadology outlined in the Federal <br />Manual for ldendfying and Delineating Jurisdictional Wedands (1989). This document <br />represents an interagenry e�'ort whereby the U.S. Fish and Wildlife Servic s(U�FW�c, U S. <br />Soil Conservation Service (SCS), U.S. Army Corps of Engineers (Corp ), <br />Environmental Protection Agency (EPA) present a unified approach to wedand deliaeation. <br />T6is approach requires examination of three wetland parameters: soils, 6ydrology, and <br />vegetation. For an area to be considered wetland, a positive iadicator for all three of tLese <br />parameters must be present. Each parameter is discussed further in the following <br />paragraphs. <br />Hydric (wetland) soils are defined as those soils which aze saturated, flooded, or <br />ponded long enough during the growing season to develop anaerobic condidons that favor <br />th,; growth and regeneration of hydrophytic (wetland) vegetadon. Hydric indicators include <br />low soil chroma, mottles, gleying, and high organic content. During ehe 6eld investigation, <br />soils were sampled with a hand-held soil augur and examined for hydric indicators. <br />
