N07'ICE OF CITY ACTION <br />PI,ANNING DIRECTOR DETERMINATI7N <br />II.0 /7-92 <br />Dear Citizen: <br />The City of Everett Zoning Code requires you to t�e notified as an <br />owner of property within 300 feet of 1716 - L21�t St. SE of the <br />following action: <br />The City of Everett Planning Director grants approval of a <br />request by Bill Gustafson to reduce the required 75 foot riparian <br />vetland buffer vidth to 37.5 feet along the west side of Silver <br />Lake Creek at 1716 - 121st St. SR vith the fol.lo�aing conditions: <br />1. Create .25 acre of wetland and enhance .14 acres of existinq <br />wetland as pruposed by the Jones G Stckas Associates <br />mitigati��n and revegetation plan dated February 26, 1991 and <br />ravised tn March of 1993. A standard of U0� survival rate <br />and at least 90� area coverage at the end of a five year <br />period shall be used. The wetland mitigation and <br />enhancement plan must be completed ��ricr. to issuance of <br />building permite or a bond wortn 100� of remaining <br />improvements must be subi+itted to the Planning Department. <br />2. Provide a final planting plan for the entire 37.5 foot <br />burfer that. is acceptable �.o the city's Environmental <br />Planner prior to issu3nce of. r,ui.lding permits. <br />3. Provide a permanent fence o mi��imnm of 42" high along the <br />entire boundar.y of th� buffer PL rre the existing house <br />extends into the buffer, the f.�nce may be setback five feat <br />from th�: east side of the rause. See the attached site <br />plan. Solid board, p�st and rail, �hain link, picket fence <br />or other type of :enr � r.y�t is ar.ceptable to the Planning <br />Department must be ue�l. The Yence must be marked with <br />signs stating "Environmenta'.ly ;cnsitive Area." <br />4. Provide the City of Evf�r'ett Pls+ iti.nq Department a five year <br />assurance device w�r:'�i 90'� o£ the cost of creat:ng the <br />wetland a,d plan ��..:g i L��, 4i��, / f e,- ;�rior to issuance oi final <br />cei�tificate of occupar.cy. <br />5. Mnr�itor the site for a five year per.iod. The attached <br />monitor p�'ogram shall serve as the basis for the monitoring <br />program. Monitoring shall includP a baseline survey after <br />the first year and an assessment of success at the end of <br />the second and fifth years. <br />
