Mitigation and Reyegetation Plan - Silver Lake Road Multi- <br />Family Apa�rtment <br />IN1'RODUCI'[ON <br />On April 6, 1988, the City of Everett Plenning Department sent a lener informing <br />RCA, Inc. (SEPA #�15-88), former owaers of 1.87 acres of propeny located on Silver Lake <br />P.nad, of four items that must be submitted to the CYry of Everett to oomplete the Final <br />Determination of Non-Significance for a proposed 41-unit apartment projecK. Figure 1 <br />shows the locadon of the project site. <br />Those four items were: <br />1. "il�e extent of t6e wetlands on the site must be ataked and mapped by a. <br />wedands specialist and the maps submitted to the city. 'I7�is should include a <br />soils aaalysis of the northern 611ed area to determine the wedands status. <br />2. A midgation plan for any wedands 5lled muu be submitted to t6e aty for revtew <br />aad approval. 'il►is plan should take tnto acoount aay changes in water level that <br />muy occur due to development of the site. <br />3. A revegetation plan with a monitoring section for a?S-foot setback area from <br />the creek and a 35-foot setback area from the pond must be submitted. The <br />revegetation should use native grasses and stirubs. <br />4. A revised site plan showing no development within 25 feet of the aeek (except <br />a trail may be meandered in the east 10 feerof the 25-foot setback) and within <br />35 feet of the pond must be submitted." <br />In April 1988, Gustavson, Inc. of Lynnwood, Was6ington purchased t6e property from <br />RCA, Inc. and submitted a revised plan (Item 4) to t6e city on June 6, 1988. On June 6th, <br />the ciry informed Gustavson, Inc. that itertu 1, 2, and 3 must aLco be mmpleted before the <br />Determination of Non-Significance can be completed. ,. <br />This report provides information on the first three items requested; the fourth item, <br />a new site plan, is presented separately by Western Surveyots, Ina <br />
