DESCRIPTION OF PROPOSED PROJECf <br />Gustavson, Inc. proposea to create sir multipleus and retain an existing awcture on <br />1.87 acres of land locatecl oa Silver Lake F.oad, Everett, Was6ingtoa The project would <br />provide moderate-priced rental housing in south Everett <br />BASELINE INFORMATION <br />Introduction <br />On June 22, 1988, Jones & Stokes Associates, Inc. conducted a 6eld sucvey of the <br />Silvcr Lake Property. Additional wedand delineation work was conducted February 20, <br />1991 in order to utiliu the current delineation methodology accepted by goveming agencies. <br />T6e vegetadon, soils and hydrology of the site were characterized by Jones 8c Stokes <br />Associates' staff <br />Portions of the site were previausly deHned as wedands (0.96 acres) by t6e <br />Snohomish Counry Water Resources Group during a s;�rvey coaducted on April 4, 1986. <br />Since that time, coastruction activities resulted in the 6lling of a portion of the wedand area <br />The site was revisited by Saohomish County on February S, 1988 and un March 1,1988 by <br />the Washington Department of Ecolo�. The Snohomish County team estimated that 0.22 <br />acres of the original wedand remained after filling. <br />Methodolo� <br />Wetlands at the site were delineated using the methodolo� outlined in the Federal <br />Manual for ldendfying and Delineating Jurisdictional Wedands (1989). 'Ibis document <br />represents an interagenry effort whereby the U.S. Fish and Wildlife Service (USFWS), U.S. <br />Soil G�nservation Service (SCS), U.S. Army Corps of Engineers (Corps), and the U.S. <br />Rnvironmental Protection Agency (,'r',i 4) present u unified approach to wedand delineation. <br />T6is approach requires examination of three wedand parameters: soiLs, 6ydrology, and <br />vegetatioa For an area to be rnnsidered wedand, a positive indicator for all three of these <br />parameters must be present. Each parameter is discussed further in We following <br />paragraphs. <br />Hydric (wetland) soils are defined as those soils which are saturated, Dooded, or <br />ponded long enough during the growing season to develop anaerobic conditions that favor <br />the growth and regeneration of hydrophytic (wetland) vegetadon. Hydric indicators include <br />low soil chroma, mottles, gleying, and high organic content.
