Mitigation and Revegetation Plan - Silver Lake Road Multi- <br />Family Apartment <br />[NTRODUCCION <br />On April 6, 1988, the City of Everett Planning Department sent a letter informing <br />RCA, Inc. (SEPA ►fE15-88), former owners of 1.87 acres of property located on Silver Lake <br />Road, of four itertu that must be submitted to the City oi Everett to complete the Final <br />Determination of Non•Significance for a propo�cd 41-unit apartment project. Figure 1 <br />shows the locadon of the project site. <br />Those four items were: <br />1. 'The extent of the wetlands on the site must be staked and mapped by a <br />wedands specialist and the maps submitted to the city. This s6ould include a <br />soils analysis of the northem filled area to determine the wetlands status. <br />2. A mitigation plan for any wedands 5lled musi be submitted to the city for review <br />and approval. This plan should take into account any changes in water level that <br />may cecur due to development of t6e site. <br />9. A revegetation plan with a monitoring section for a 25-foot setback azea from <br />the creek and a 35-foot setback area from the pond must be submitted. The <br />revegetation should use nadve grasses and shrubs. <br />4. A revised site plan showing no development within 25 feet of the creek (except <br />a trail may be meandered in the east 10 feet of the 25-foot setback) and within <br />35 feet of the pond must be submitted." <br />In Apri11988, Gustavson, Inc. of Lynnwood, Washington purchased the property from <br />RCA, Ina and submitted a revised plan (Item 4) to the city an June 6, 1988. On June 6th, <br />the ciry informed G�stavson, Inc. that items 1, 2, and 3 must also be completed before the <br />Deternunation of Non-Signi6cance can be completed. , <br />This report provides information on the first three items requested; the fourth item, <br />a new site plan, is presented sepazately by Western Su�veyors, Inc. <br />
