REVISED MITIGAI'EI) DETEkMINATION JF NON-SIGNIFICANCE <br />SEPA #82-89 <br />CASPER CREEK TOWNHOUSES <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance o� a Shoreline <br />Substantial Development pertnit, building pertnits, and Public Works pertnits tu allow <br />the following: <br />Phose_ The demolition of a single family house, the construction of a 110 unit <br />apartm�. .Vtownhouse complex in 25 buiidinps on a 10.12 acre site, and construction of <br />a recreat� �r building. <br />Phase II: Tne construction of 12 apartmenVtownhouse units in 4 buildings on a 1.2 <br />acre site. <br />The buildings would range irom one story to three-story structures. <br />The site is located in the North Creek basin. Silver Lake Creek is located on and <br />adjacent to Phase II. The proposal includes the fill of weUands and mitigation, which <br />consists of expansion ot existing weUands and enhancement of wotlands and wetland <br />buHers. The Applicant has also proposed a wetland buffer reduction per Section <br />37.100 of the Zoning Code. <br />Phase I is being reviewed under the zoning designation and zoning code in eHect at <br />time of application for SEPA review (1989).
