On June 16. 1988, e SEPA application (SEPA A92-89) for a 234 unit <br />apartment camplex was filed with the City of Everett Plenning Department. <br />2. At the time the originel SEPA applicatlon was filed, the City determined that <br />the required street irontege improvements for the proposal were within 200 <br />feet of the ordinary high water merk of Silver Lske, and were therefore <br />subject to the Shoreline Management Act. A Local Improvement District <br />(LID) was proposed to construct frontage improvements on Silver Lake Road, <br />as well as intersection improvements et SR 527 and 121 st St. SW. One of <br />the options aveilable to the property owner wes to let the LID construct the <br />required street frontage improvements. If the LID proceeded, the City was to <br />be the proponent for obtafning a shoreline substential development permit to <br />construct the frontage improvements. Therefore, the City did not require the <br />Applicant to submit an application for a shoreline permit. <br />The City has since determined thet it would be more eppropriate to construct <br />the 121 st St. SW/SR 527 intersection improvements with improvements to <br />SR 527 after a desipn study and environmental enalysis of the overall area. <br />Therefore, the LID for 121 st St. SW is �ot proceeding at this time, end the <br />developer will be required to obtein a shoreline permit end construct frontege <br />improvements to the site. <br />3.
