The wildlife comdon, wetlands, stream, and the wetland and stream <br />buHe�s must be placed within an envimnmentally sensitive area <br />protective covenant which is recorded with the Snohomish Counry <br />Auditor pnor to the issuance oi pertnits. The covenant language shall be <br />approved by the Planning Department. <br />4. Prior to issuance o( any pertnits /or the site, a final wetland and stream <br />mitlqation plan muat be reviewed and approved by the Planning <br />Depertment. This plan must inGude the followinq elementa: <br />a. Goals and obJectives of the wetland mitipation plan (inGuding <br />hydrology, survival of vegatation by speciss, pereent cover, etc.). <br />b. ConstrucUon dsaipn and deteiled landacapinp plan. <br />c. Site facilitiea, such as sidewalks and rocreation areas, are not <br />pertnitted within the weUand or its butter. <br />d. The mitlyation plan must inGuds siqns which explain the <br />functions and values ot the wetlandslatream to residents. <br />e. ConsUuction implementation plan and schadule. 'fhis must <br />inGude detaila roqardinq tlminfl of placemsnt of construcUon <br />erosion control, pradinq the new wetland area and swales, <br />subatrate proparation, landscapiny, irttqation during <br />establiahment of landscaping, etc. per weyand mitlpaUon repoRa <br />and MDNS roquiroments. <br />Compsnsatory wetlend wortc must be completed and approved <br />prior to iasuance of any pertnits }w other sRe aReratlon or building <br />pertnita. <br />f.
