Refer to survey notcs provlded. <br />Per a phone conversatlon, it wsa decidad by Ray Mlller (Qroup Four, Inc.) and <br />Jane Zimmarman (City of Everett) that an averege water suriace elevation of (526.8 <br />+ 527.9)/2 = 527.4 would be used as the swala outlet elevatlon.
