10. Upland parking facilities within the �urisdiction of this Master Pragram shall be designed and landscaped to minimize 2.dverse impacta on ad�acent shorelines and abutting properties. Landscapin� shall be appropriate materials and vegetation� be planted within one year after completion of construction and be pro- viding e:fective screening txo years after planting. . 11. Upland parking facilities within the jurisdiction of this Master Program for shoreline activitiea shall provide safe and convenient pedestrian circulation within the parking area and to the shorelines. 12. Commercial paricing facili�iea shall not be permitted over water. 13• Parking areaa aerving individual buildings on the shoreline ahall be located landward from Lhe principal building being aerved, EXCEPT wher. the parking facilitq la xithin or beneath the etructure and adequately acreened or in cases when an alternate orientation would have lesa adverse impact on the shoreline. 14.
