10. Upland parking facilities within the �urisdiction of this <br />Master Pragram shall be designed and landscaped to minimize 2.dverse <br />impacta on ad�acent shorelines and abutting properties. Landscapin� <br />shall be appropriate materials and vegetation� be planted <br />within one year after completion of construction and be pro- <br />viding e:fective screening txo years after planting. . <br />11. Upland parking facilities within the jurisdiction of this <br />Master Program for shoreline activitiea shall provide safe <br />and convenient pedestrian circulation within the parking area <br />and to the shorelines. <br />12. Commercial paricing facili�iea shall not be permitted over <br />water. <br />13• Parking areaa aerving individual buildings on the shoreline <br />ahall be located landward from Lhe principal building being <br />aerved, EXCEPT wher. the parking facilitq la xithin or beneath <br />the etructure and adequately acreened or in cases when an <br />alternate orientation would have lesa adverse impact on the <br />shoreline. <br />14. Parking facilitiea ahall comply with federai and state water <br />quality lawe and regulatione with regard to surface water runoff. <br />15. Parking facilitiea directly related to ferry terminala shall <br />he permitted on the ahoreline to the extent nece�aary to <br />adequately eerve the facility. <br />Natural Environment <br />l. Roada and railraade are not allowed in the Natural Environment. <br />2. Principal use commercial parking lots are not allowed in the <br />Natural Environment. <br />Conaervancy Environment <br />1. Roade and railroada are permitted in the Conservancy Environment,. <br />sub�ect to the Deneral Aegulationa, when necessary to croas a <br />shoreline area and when no other feasible alternative is present. <br />2. Prineipal uee commercial parking lota are prohibited Sn the Con- <br />servancy Environment. <br />Rural Environment <br />1. Roads and railroada are permitted in the Rural Environment subject <br />to the General Regulations. <br />2.
