Hlvd. <br />Tukwilla, Wa 98188 <br />Dear Mr. Bloss: <br />F 'L,� <br />Your project has been in the City of Everett project review process <br />for some time. One of the key issues which delayed completion of <br />the review was the traffic impacts generated by your proposal. Your <br />project qenerates additional traffic into the transportation <br />facility which would operate at an unacceptable Level of Service <br />(LOS E or F). The City�s Interim Traffic liitiqation Ordinance <br />(ITMO) that was in effect at the time of your project submittial <br />required that the City Council approve a Local Transportation Plan <br />(LTP) for such projects prior to issuance of any permits allowiny <br />the project to proceed. <br />The City Counc_1 has recently revised ITMO. The revision eliminated <br />the need to prepare an LTP and requires the analysis of Traffic <br />Demand Management (TDM) improvements that can be implemented to <br />mitiqate impacts when traffic would be qenerated into an L05 E or F <br />area. <br />Since your project was submitted under the old ITIiO ordinance, you <br />would be vested under those provisions, but would be required to <br />proceed with formation of an LTP. The revised ordinance would allow <br />the project review to be completed once TDM measures, which would <br />reasonably mitiqate traffic impacts, have been identified.
