4. WSDOR' may have comments regarding impacts to State highways im- <br />pacted by traffic qenerated by tne development. DPW is aware of <br />a number of projects 'hSDOT has programmed for developments to <br />participate on a pro-rata share basis when the development im- <br />pacts the improvement area with ten or more peak hour (A.M. or <br />P.M.) trips. <br />WETLANDS: <br />Four wetlands were identified on this 10+ acre site and a mitiga- <br />tion plan prepared for development impacts. Loss of wetlands are <br />proposed to be mitiqated at a 1:25 to 1 ratio. We recommend that <br />a 1:5 to 1 be used to compensate for loss of wetland funcrions <br />and their attempted reestablishment. <br />Page 2 of the Wetlands Mitiqation Report mentions that newly cre- <br />ated wetlands will be replanted with cattails and soft rush. A1- <br />though these are native to the area, both easily propagate natu- <br />rally without plantinq and are invasive and agqressive. We would <br />recommend small-fruited bulrush (Scirpus microcarpus), slough <br />sedqe (Carex obnupta), spike rush (Eleocharis app.), sawbee): <br />sedge (C�rex stipata) as good candidates for moist to shallow wa- <br />ter habitats. <br />Pease keep us informed <br />other projects in the <br />on this proposal. <br />Sincerely, <br />�, <br />���� <br />of any future developments with this and any <br />area.
